Centralised Cooling Systems Coming to 10,000 New Homes in Tengah
In an exciting development for future residents, around 10,000 additional Build-to-Order (BTO) households in Tengah will have access to centralised cooling systems. This initiative was announced in a joint media release on April 16 by the Housing & Development Board (HDB) and Keppel.
New Contract and Expansion of Project
HDB has awarded Keppel a significant 20-year contract to design, install, and manage these energy-efficient cooling systems for nine upcoming BTO projects, located in the Brickland, Park, and Forest Hill districts of Tengah. This latest contract marks Keppel’s second engagement in this space, boosting their total reach to 14,000 households across 12 BTO projects that will benefit from this advanced cooling technology.
The company previously secured its first contract in September 2024, covering three BTO projects: Brickland Weave, Plantation Edge I & II, and Plantation Verge. The new agreement further emphasizes the commitment to establishing a sustainable living environment in the area.
Benefits of Centralised Cooling Systems
According to HDB and Keppel, these centralised cooling systems provide a more energy-efficient alternative to traditional air-conditioning methods, consuming approximately 30% less energy. Rather than relying on individual units, chilled water is sent from centralised chillers to the individual homes, ensuring a consistent and efficient cooling experience.
Residents who decide to opt in for the centralised system early on will have their air-conditioning operational by the time they collect their keys, enhancing their overall move-in experience.

Mr. Tan Sze Tiong, the Chief Sustainability Officer of HDB, expressed the organization’s dedication to transforming Tengah into Singapore’s first and largest smart and sustainable HDB town. The centralised cooling systems will be connected to Keppel’s operations nerve centre to allow for remote control and real-time performance monitoring.
