Enhancing Operational Efficiency
When asked about government assistance for charities managing their operational expenses, a representative from the agency mentioned that all registered charities are eligible to apply for the Charities Capability Fund. This fund aims to improve productivity and enhance the governance and management capacities of these organizations.
Furthermore, the Office of the Commissioner of Charities has collaborated with various entities to create shared services that bolster regulatory compliance and streamline the back-end operations of charities. This support includes guidance in key areas such as regulatory submissions, governance issues, and digitalization.
Focus on Animal Welfare
Animal welfare groups are also on the government’s radar, highlighting the increasing priority given to this sector. Recently, Minister of State for National Development Alvin Tan emphasized the importance of strengthening partnerships with these organizations.
On social media, he noted ongoing collaborations to improve the lives of free-roaming dogs and community cats through initiatives like the trap-neuter-release-management program and Project ADORE, which focuses on rehoming Singapore Specials in Housing and Development Board (HDB) flats.
Tan acknowledged the significant efforts of animal welfare groups, emphasizing the challenges they face. He stated, “That’s why my colleagues at the Animal and Veterinary Service (AVS) have been there to support them throughout their journey.” AVS is committed to enhancing infrastructure, expanding recreational facilities at The Animal Lodge, and backing adoption drives and outreach efforts.

The government remains dedicated to advancing key initiatives, including a review of the Animals and Birds Act. Plans are in place to introduce legislation aimed at improving standards within the veterinary sector and fostering community partnerships.
As Tan put it, “We may not be perfect, but we all share the common goal of ensuring the best for our animals, which requires kindness, understanding, and accommodation.”
